Client Description:

We are recruiting for one of our clients,a Procurement FR/EN, responsible for identifying joint purchasing possibilities and coordinating cross-border purchasing activities.


Responsibilities:

  • Develop and update joint purchasing strategies, including selection of topics, assessment of opportunities from a business and finacial perspective, as well as identification of joint purchaising opportunities, across a wide range of domains (IT, market data service).
  • Support and advise the bank acting as a leader in the design of joint tenders and contribute to the preparation of tender documents
  • Coordinate joint purchasing procedures with the various stakeholders, to ensure that they are carried out in an efficient and timely manner, in accordance with the interests of central banks as, welle as with the apllicable regulatory framework (Directive 2014/24/EU and relevant national legislation)
  • Monitor market developments and contract management in order to facilitate the exchange of best practices in central bank procurement and (joint) contracts
  • Carry out contract management activities during their lifetime (including support to central banks in their execution, preparationof guidelines for implementation, monitoring of financial evaluations, statisstics and performance indicators, identification of areas development, etc.)
  • Manage different groups of international experts, stakeholders and clients in various fields of activity
  • Contribute to the communication of procedures, including through the preparation of reports, briefs, procedures, guidelines,meetings, to ensure that all concerned parties are kept informed


Candidate Profile:

  • Experience in the fields of procurement (including preparation of tenders, evaluation of tenders, performance evaluation, reporting) and contract management, in several areas 
  • In-depth knowledge of the field of EU public procurement, as well as relevant standards and developments in tihs area
  • Fluency in English. A good command of French would be considered an advantage. Knowledge of the other official EU languages would be appreciated.
